Marlon’s role in BIOFIN includes national technical support to Colombia, Costa Rica, Guatemala, Cuba, Chile, Peru, Ecuador, Mexico. His experience includes ecosystem-based financial mechanisms, public finance and investment policy, protected areas business planning at site and system level, PA public budget formulation and negotiation; and environmental fiscal reform. In the field of economics his experience includes the use of Targeted Scenario Analysis (TSA). Mr. Flores is the co-author of the new UNDP-BIOFIN methodology (2016); and he is the lead author of the recent UNDP’s “Guide on Improving the Budget and Funding for National Protected Area Systems” (2016), and “The Importance of Biodiversity and Ecosystems in Economic Growth and Equity in Latin America and the Caribbean” in 2010. He designed and provided?capacity building and assessments for environmental funds specifically in Latin America. He has a MA Degree in Economics (1992) of the University of Manchester, UK. He is based in Washington DC, USA.
